Commercial building costs in Hobart

There's no published quantity surveyor rate for Hobart, so these are Melbourne rates as the nearest comparable market. Use them as a starting point and test them against local quotes.

WorkTypical cost
Office fitout, open plan to fully partitioned (Melbourne rate)$1,440 to $5,500 per sqm
Retail, small shops and showrooms (Melbourne rate)$2,300 to $2,950 per sqm
Warehouse, single storey (Melbourne rate)$1,160 to $1,740 per sqm
Medical clinic fitout in an existing shell (national, indicative)$1,500 to $3,000 per sqm

RLB publishes no Hobart or Tasmania edition, so the office, retail and warehouse figures are borrowed from the RLB Riders Digest 2026 for Melbourne (end of 2025 prices) and are indicative only for Hobart. They exclude GST, land, site works and professional fees. The medical range is a national MedicalSearch figure (July 2026), also indicative.

Procurement and contracts for a Hobart project

Hobart has a small pool of builders who do mid-size commercial work, so how you approach them matters.

Three delivery routes cover most jobs.

  • Construct only. Your architect and engineers finish the design and builders price the same set of drawings. Easiest to compare. Anything missing from the design is your risk and comes back as a variation.
  • Design and construct. The builder develops the design, often from your concept or a planning approval, and gives one price. One party answers for design and build, but the builder will choose the cheapest way to meet your brief unless the brief is specific.
  • Early contractor involvement. You pay a builder to join during design, test buildability and cost as the drawings develop, then negotiate the build contract. Good for old buildings and tight programs. You give up a clean competitive tender.

Standard contracts

Use an industry standard form, amended by a construction lawyer, rather than the builder's own terms. Standards Australia published AS 4000:2025 in June 2025; it supersedes AS 2124-1992 and updates AS 4000-1997. AS 4902-2000 is still the current design and construct form, with a review planned. Where an architect administers the contract, the ABIC contracts from Master Builders Australia and the Australian Institute of Architects (MW-2018 for larger jobs, SW-2018 for simpler ones) come in a version for each state and territory. Ask for the Tasmanian version.

Tender or negotiate

With fewer mid-size commercial builders to choose from, a tender to three or four is realistic. Ask early whether each one has capacity in your timeframe. Negotiating with a builder you trust is common here, especially with early contractor involvement on heritage or sloping sites. Have a quantity surveyor test the price, since there's no local benchmark to compare against. Our fixed price vs cost plus guide covers pricing models.

Permits and licences for commercial work in Hobart

A building surveyor certifies the design; council's permit authority issues the permit.

For permit building work you engage a building surveyor, who issues a certificate of likely compliance. The council's permit authority, the City of Hobart for central Hobart, then issues the building permit. Planning approval from council may also be needed, for a change of use or for work on a heritage-listed property. Allow time for it.

Who regulates builders now

On 1 October 2026 the old CBOS was split. Building Standards Tasmania handles building regulation and Consumer Affairs Tasmania runs licensing. Older links and documents may still say CBOS.

Which builder licence

Notifiable and permit building work under the Building Act 2016 must be done by a builder licensed for that work, at any value. Look for a Builder (General Construction) licence in the right subclass:

  • Domestic: class 1, 2 and 10 buildings only.
  • Low Rise: low rise commercial and other non-domestic work.
  • Medium Rise: more complex work up to the medium rise scope.
  • Open: all building classes, unrestricted size.

The register only lists current licence holders. If a builder doesn't appear, treat them as unlicensed until you've confirmed otherwise. Our licence check guide shows how to check.

How to choose a commercial builder in Hobart

  • Relevant projects. Ask for recent jobs of your type and value. Tourism and hospitality work around the waterfront, heritage fabric in Battery Point, and industrial sheds in the northern suburbs all call for different skills.
  • Capacity and finances. In a small market, one large job can stretch a builder. Ask about current workload, annual turnover and financial statements or a credit report.
  • Paying subcontractors. Tasmania's Building and Construction Industry Security of Payment Act 2009 gives subcontractors the right to claim progress payments and seek adjudication. A builder with a history of disputes with its trades will struggle to staff your job.
  • Insurance. Ask for certificates of currency for contract works, public liability and workers compensation. Tasmania has no home warranty insurance in force, even for residential work, so on a mixed-use or unit job the builder's finances matter even more.
  • References. Talk to past clients and a subcontractor. Use our questions to ask a builder.

Checking a Tasmanian builder's licence

It takes a couple of minutes, and it's the same check we ran for every builder above.

  1. Search the occupational licensing register

Select the Builder category and search by name or licence number. Tasmanian occupational licensing search

  2. No result means unlicensed

The register only shows current licence holders. If the builder doesn't appear, treat them as unlicensed until they show you otherwise.

  3. Check the class and subclass

For a house you want the Builder (General Construction) class with the Domestic subclass or higher (Low Rise, Medium Rise or Open). A Demolisher licence can't do new building work.

  4. Match the contract

The licence details written into the contract should match the register exactly. Building Standards Tasmania: find a licensed tradesperson

How we chose these builders

We started from builders working across Hobart, then kept only those with a current Building Standards Tasmania licence, a clear record of commercial work on their own site, and a solid independent reputation. Order weighs fit for this kind of project, reviews and awards, years trading, and how openly each builder explains its process, licence and warranty. Size and advertising spend don't count.

No builder pays to be listed or ranked. If you request quotes through this page, we pass your project to builders that suit it. Read the full method.

Commercial builders in Hobart: common questions

How much does a commercial fitout cost per square metre in Hobart?

There's no Hobart-specific quantity surveyor rate. As a guide, RLB's 2026 Melbourne figures put a good quality office fitout at $1,440 to $5,500 per sqm, excluding GST. Treat that as indicative and test it against local quotes.

What licence does a commercial builder need in Tasmania?

A Builder (General Construction) licence in a subclass that covers the work: Low Rise for low rise commercial work, Medium Rise for bigger buildings, or Open for all building classes with no size restriction. The Domestic subclass covers class 1, 2 and 10 buildings only. Search the Tasmanian licensing register.

Who issues the building permit in Hobart?

The council's permit authority, after your building surveyor issues a certificate of likely compliance. You may also need a planning permit from council, particularly for a change of use or heritage property.

Who regulates builders in Tasmania now?

From 1 October 2026, Building Standards Tasmania handles building regulation and Consumer Affairs Tasmania handles licensing administration and consumer issues. Together they replaced Consumer, Building and Occupational Services (CBOS).

Is there home warranty insurance in Tasmania?

No. Home warranty legislation passed in 2023 but hasn't commenced, so no cover is required for residential work and none applies to commercial work. Owners rely on statutory warranties, which last 6 years from practical completion on residential work, and on the contract.

Can subcontractors on my job claim payment if the builder doesn't pay them?

They can claim progress payments from the builder and take disputes to adjudication under Tasmania's Building and Construction Industry Security of Payment Act 2009. Ask any builder you shortlist how it manages subcontractor payments.

This list is a guide only. Check the builder's licence, insurance and contract yourself before you sign.
