Commercial building costs in Perth

Rates per square metre. Perth office fitouts and warehouses price below Sydney and Melbourne, but RLB had Perth tender prices up 5.4% in 2025 with 5.3% forecast for 2026.

WorkTypical cost
Office fitout, open plan to fully partitioned$1,180 to $3,200 per sqm
Retail, small shops and showrooms$1,520 to $4,050 per sqm
Warehouse, single storey$840 to $1,600 per sqm
Medical clinic fitout in an existing shell (national, indicative)$1,500 to $3,000 per sqm

Office, retail and warehouse rates are from the RLB Riders Digest 2026 for Perth, priced at the end of 2025, and exclude GST, land, site works and professional fees. The warehouse rate is a 4,500 sqm shed without offices. The medical range is a national MedicalSearch figure (July 2026), indicative only.

How to procure a commercial build in Perth

Settle the delivery method, the contract form and how you'll price it before you call builders.

Three routes cover most Perth jobs at this size.

  • Construct only. Your architect and engineers finish the design and builders price the same set of drawings. Easiest to compare. Anything missing from the design is your risk and comes back as a variation.
  • Design and construct. The builder develops the design, often from your concept or a planning approval, and gives one price. One party answers for design and build, but the builder will choose the cheapest way to meet your brief unless the brief is specific.
  • Early contractor involvement. You pay a builder to join during design, test buildability and cost as the drawings develop, then negotiate the build contract. Good for old buildings and tight programs. You give up a clean competitive tender.

Standard contracts

Use an industry standard form, amended by a construction lawyer, rather than the builder's own terms. Standards Australia published AS 4000:2025 in June 2025; it supersedes AS 2124-1992 and updates AS 4000-1997. AS 4902-2000 is still the current design and construct form, with a review planned. Where an architect administers the contract, the ABIC contracts from Master Builders Australia and the Australian Institute of Architects (MW-2018 for larger jobs, SW-2018 for simpler ones) come in a version for each state and territory. Ask for the WA version.

WA's Building and Construction Industry (Security of Payment) Act 2021 gives 'pay when paid' clauses no effect, so a builder can't make its subcontractors wait for you to pay it. Unless your contract says sooner, you must pay a head contractor 20 business days after its payment claim.

Tender or negotiate

A tender to three to five builders on full documents tells you what the market will charge. A negotiated price is faster but needs an independent cost check. Our fixed price vs cost plus guide covers pricing models.

Approvals and registration for Perth commercial work

Building permits come from the local government. A registered building surveyor can certify your design first.

Building permits in WA are granted by the local government permit authority where the work is, such as the City of Perth in the CBD. You can lodge a certified application, with a certificate of design compliance from a registered building surveyor, or an uncertified one that the council's own surveyor assesses. Development (planning) approval from council may also be needed, for example for a change of use.

Budget for the Building Services Levy: 0.137% of the value of the work on a building permit over $45,000, paid to the permit authority. On a $5 million job that's $6,850.

Builder registration

WA uses one building service contractor (registered builder) registration for homes and commercial work. Conditions on a registration can limit the building classes a builder can work on. A registered builder is required for work that needs a building permit and is worth $20,000 or more. Search the WA Online Licence Search and read the conditions. Building and Energy doesn't publish trading names, so match the registered entity to the one on your contract. Our licence check guide walks through it.

How to choose a commercial builder in Perth

  • Same kind of project. Ask for recent jobs that match yours in type and value. Industrial builders working the Kewdale and Welshpool sheds are a different crew from those doing hospitality fitouts in Northbridge.
  • Financial strength. Ask for financial statements or a credit report, turnover and current workload. A builder stretched across too many jobs is the main risk on any project.
  • Paying the trades. The 2021 Act gives subcontractors a right to progress payments and adjudication. Above a threshold set by regulation, retention money must be held in trust. Ask the builder how it pays subcontractors and whether any have taken it to adjudication.
  • Insurance. Get certificates of currency for contract works, public liability and workers compensation. Home Indemnity Insurance covers residential work only.
  • References. Ring past clients and a subcontractor. Use our questions to ask a builder.

Checking a WA builder's registration

It takes a couple of minutes, and it's the same check we ran for every builder above.

  1. Search the WA licence register

Use the WA Online Licence Search and look up the builder by name or registration number. You can also download the full register of builders. WA Online Licence Search

  2. Check registration is current

Inactive builders stay on the register but show a blank address, so a listing alone doesn't mean they can work.

  3. Match the number and the type

A registered practitioner (a person) and a registered contractor (the business) can share the same number. Check the name, number and licence type all match, and look for conditions that limit the building classes the builder can work on.

  4. Match the entity on the contract

Building and Energy doesn't publish trading names. If the contract names a trading name, look it up on ASIC to confirm it belongs to the registered entity. WA Government: find a registered builder

How we chose these builders

We started from builders working across Perth, then kept only those with a current Building and Energy licence, a clear record of commercial work on their own site, and a solid independent reputation. Order weighs fit for this kind of project, reviews and awards, years trading, and how openly each builder explains its process, licence and warranty. Size and advertising spend don't count.

No builder pays to be listed or ranked. If you request quotes through this page, we pass your project to builders that suit it. Read the full method.

Commercial builders in Perth: common questions

How much does an office fitout cost per square metre in Perth?

RLB's 2026 Perth figures put a good quality office fitout at $1,180 to $3,200 per sqm, excluding GST and including workstations and loose furniture. That's well under Sydney and Melbourne, where the top of the range passes $5,500.

Do commercial builders need a licence in WA?

Yes, in most of the state. Building work that needs a building permit and is worth $20,000 or more must be done by a registered building contractor (the threshold is $50,000 for class 10a sheds, garages and carports). WA uses the same registration for homes and commercial work, though conditions may limit the building classes. Check on the WA Online Licence Search.

What's a certified building permit application?

One that comes with a certificate of design compliance from a registered building surveyor, which you or your builder engage. An uncertified application is assessed by the council's own building surveyor. Either way, the local government permit authority grants the permit.

How much is the Building Services Levy on a commercial job?

0.137% of the value of the work for a building permit over $45,000, and $61.65 at or below that. You pay it to the local government permit authority with the application.

When must I pay a builder's progress claim in WA?

Under the Building and Construction Industry (Security of Payment) Act 2021, a principal pays a head contractor 20 business days after a payment claim, unless the contract says sooner. To pay less, give a written payment schedule within 15 business days, or sooner if the contract requires, with your reasons.

Can a builder hold back subcontractor payments until I pay?

No. The WA Act makes 'pay when paid' provisions in construction contracts of no effect. Subcontractors have their own right to progress payments and can apply for adjudication.

This list is a guide only. Check the builder's licence, insurance and contract yourself before you sign.
