    Amerex was founded in 1987 by Steve Burke, a carpenter turned registered builder, and is now co-directed by Matt Polise. It works only on renovations: second storey additions, extensions and full makeovers of existing homes, mainly in suburbs within about 15 km of the CBD and along the northern coast.

    According to its website, it quotes fixed prices, vets its trades against a code of conduct and gives a 12-month maintenance guarantee plus a 6-year structural warranty. The firm lists a long run of HIA and Master Builders awards, including HIA WA Professional Small Builder of the Year in 2024 and 2025.

    Its standout renovation is a Federation home in the Menora heritage precinct, where demolition was ruled out. The firm kept the original brickwork and arches and added a rear extension, upper level and pool. Approvals for a Perth renovation

In WA your local council is the permit authority, even when a private surveyor checks the plans.

Building permits in WA are granted by the local government permit authority, which is your council. There are two ways to apply:

  • Certified application: you lodge plans with a certificate of design compliance from a registered building surveyor. The technical check is done before you lodge.
  • Uncertified application: the council's own building surveyor assesses the plans.

An extension or second storey may also need development (planning) approval from council, for example where it doesn't meet the residential design rules for your lot. Ask your council or designer before you finalise plans.

The permit matters for more than paperwork. In Perth, the registered builder requirement and home indemnity insurance both apply to work that needs a building permit, so a job without a permit can leave you without those protections.

WA rules that protect you

WA caps deposits at 6.5% and only allows payments for work already done.

  • Registered builder: work that needs a building permit and is worth $20,000 or more must be done by a registered building contractor. From 1 July 2026, sheds, garages, carports and patios (Class 10a) only need a registered builder from $50,000. How to check a builder.
  • Written contract: fixed price home building contracts from $7,500 to $500,000 must be in writing, dated and signed by both of you, and the builder must give you the 'Notice for the homeowner' before you sign.
  • Deposit: no more than 6.5% for contracts from $7,500 to $500,000. The exception is where off-site cabinetry is more than half the contract value, such as some kitchen jobs, where up to 20% is allowed.
  • Progress payments: after the deposit, only for work already done or materials already supplied. WA has no fixed stages, so read the schedule in your contract carefully.
  • Home indemnity insurance: required for residential work that needs a permit and is worth more than $20,000. The builder takes it out in your name and must give you the certificate before starting or taking any payment. It's last resort cover if the builder dies, disappears or becomes insolvent: up to $40,000 for a lost deposit and $200,000 for incomplete or defective work. How home indemnity cover works.

There's also a price rise protection: if work doesn't start within 45 working days through no fault of the builder and a rise of more than 5% is passed on, you can end the contract within 10 working days. How to choose a renovation builder in Perth

A builder who's great at new homes isn't automatically good at working inside an old one.

New home builders work on a clear slab. Renovation builders have to tie new work into old walls, roofs and services, often while you're living in the house. Ask about that directly.

  • Check the register properly. Building and Energy doesn't publish trading names, so match the registered name and number to the entity on your contract, using ASIC if the trading name is different. Check any conditions on the registration too.
  • Ask for comparable jobs. Extensions and additions on similar homes, finished recently, with owners you can call.
  • Ask who handles the permit. Will they lodge a certified application, and are the surveyor's fees in the quote?
  • Look at the payment schedule. With a 6.5% deposit cap and payments only for work done, any request for big money up front is a red flag.
  • Get the insurance certificate before you pay anything, on any job over $20,000.

Checking a WA builder's registration

It takes a couple of minutes, and it's the same check we ran for every builder above.

  1. Search the WA licence register

    Use the WA Online Licence Search and look up the builder by name or registration number. You can also download the full register of builders. WA Online Licence Search

  2. Check registration is current

    Inactive builders stay on the register but show a blank address, so a listing alone doesn't mean they can work.

  3. Match the number and the type

    A registered practitioner (a person) and a registered contractor (the business) can share the same number. Check the name, number and licence type all match, and look for conditions that limit the building classes the builder can work on.

  4. Match the entity on the contract

    Building and Energy doesn't publish trading names. If the contract names a trading name, look it up on ASIC to confirm it belongs to the registered entity. WA Government: find a registered builder

National guides put a ground floor extension at $2,000 to $4,000 per square metre, and a Perth builder cost guide gives $2,500 to $5,000 per square metre including GST, typically about $3,500. A second storey usually totals $200,000 to $450,000. Land isn't included.

Do I need a building permit to extend my house in Perth?

Yes, an extension needs a building permit from your council as the permit authority. You can lodge a certified application with a private building surveyor's certificate, or an uncertified one the council assesses. Some extensions need development approval as well.
